★ ★ ★ ★ ★ This is the WORST service ever. More than 45 minutes IN AVERAGE to reach them over the phone. The employees are incompetent and unpleasant, they cannot answer specific questions and are not solution oriented. This is the perfect example of the incompetence of belgian public services.

★ ★ ★ ★ ★ English phone service would help. Even thou we try to understand the language, it is difficult. I have know idea what that automated phone call message is saying. Do not let this put you off. Exporting from Belgium is simple and efficient.
Having noted the above I still got all what was needed the same day and I was able to export the car out of Belgium legally and with peace of mind.
I would advise people to use one of agents. If you arrive early at DIV around 8AM the office staff at DIV can guide you "They are very helpful". You will need your passport and all correct documents for the vehicle and if they are correct you will get a location to collect number plates at 5:30 PM same day. You will need to hand over your passport to the agent and required fee and it will be issued back to you at 17:30 HRS.
It is simple if you documents are correct!!!!
May I just add one note: If you are exporting out of the country ( Belgium) you will need the EXPORT Plate issued by the DIV. You can take 1,2 or 3 months at 250 EURO per month. If you decide 3 months the car will need a technical inspection I was told. They advised 2 months.
In order to register a vehicle in Belgium for export, and therefore to receive a licence plate, the following documentation must be presented to the DIV:
1)Proof of residency in your country " Passport / driving Licence"
A certificate of conformity for the vehicle (attestation de conformité/attest van conformite). This is usually supplied by the vehicle manufacturer or local agent. Many will ask for a copy of the registration documents.
2)The invoice/proof of purchase for the vehicle
3) The vehicle's original registration certificate
Evidence of insurance cover, provided by a Belgian insurer.
4) A vehicle-road worthiness certificate.
5) Driving Licence - proof of address in your country
The registration application form. There is just one application form, which covers all types of vehicles and all situations. This form is available from the DIV and the agent will fill it out for you. They arrive at 08:30 AM
The required fees 250 EURO per month ( Dec 2017)
Do not drive the car to the DIV. The police will impound your car if stopped.
In Belgium the number plates belong to the owner, not the car. When you get your export plates at 17:30 they begin with a X meaning export. They will be RED in colour. On the plate is hologram of the expire date. Keep the documents in the car at all times as the Police may require them. Also when exporting to England keep the invoice of the ferry or cargo shipment.

★ ★ ★ ★ ★ I wait for my bike plates already 2 weeks i should get plates after day1 because its a new bike but there was a problem with adress and they take plates to the DIV again now i cant contact them ect. i pay for my insurance already 2weeks and cant ride my bike because i have no plates .. nice service... its a joke i pay for nothing..

★ ★ ★ ★ ★ Another sad example of how bad things get regulated in Belgium. If you want to register a car NEVER send it with b-post. Altough you dont have a choice when you work during regular hours like normal people... Just should have went myself to give my papers personaly, because atm I'm already waiting for 2 weeks... (and yes, i was aware of the long wait time but it doesn't make it normal) if this would be a private instance, they would have gone bankrupt the very first day. Poor service, no client support and terrible opening hours to finish it of. A pity you can't give zero stars! Just give me my f*cking papers so i can drive my car!!!

★ ★ ★ ★ ★ it is a sad collection of dumb&dumbers! The guard at the very entrance – who supposed to help customers… - is a pure analphabetic sort of concierge, having zero skills of communication or sound behaviour. Incapable to read or hear what people reserved and want.
The desk officers facelessly provide guesses instead of reading the documents at their hands or - yet again - listening to clients; then you easily end up with 2-4 hours loss of your valuable time.
A typical and classical Belgian non-sense in action. It does not deserve even one star on the above scale.
Better to avoid them.
